I can no longer see anything because the online service expiration notice is covering everything up and I cannot get in to my own Quicken even though I have NEVER had the online service. Then edit your own quicken.ini and replace the non-functioning version. I was in the same boat, but elected to take Quicken's 40% off offer to get access to my data again.

WEBQuicken 2017 started out using a Intuit ID, not a Quicken ID. Any patch version earlier than R11 is going to be trying to log into the Intuit server which no longer exists. Follow the instructions in @volvogirl 's first comment.

Copied Config folder to Win 11 computer - same result. Copied whole Quicken folder to Win 11 computer (different stick) - same result w/ same data file.
