Markets soared Friday after Federal Reserve chair Jerome Powell hinted that interest rate cuts could come as soon as September. The Dow closed at a record high , climbing some 2% in its best day since the spring.

Jerome H. Powell said the “balance of risks” across the economy had started to shift, raising the odds the central bank lowers borrowing costs at its next meeting in September.
