FEMA records obtained by NBC 5 Investigates show that Kerr County officials did not use FEMA’s Integrated Public Alert & Warning System to send warnings with safety instructions to all mobile phones in the affected area during critical hours as the flooding began on July 4.

At least 161 are still unaccounted for after the July Fourth floods that saw the waters of the Guadalupe rise to historic levels in Central Texas, officials with Kerr County said Friday. Authorities have confirmed 103 deaths, 36 of whom are children.

Kerr County first tried to secure $1 million for a flood warning system in 2017, but could not. Could such a system have prevented loss of life on July 4?

In the last nine years, federal funding for a system has been denied to the county as it contends with a tax base hostile to government overspending.

Over 12,000 volunteers have already assisted in Kerr County, according to the Texas Division of Emergency Management.

WACO, Texas (KWTX) - The Luna Clean Food Café in Waco is helping flood victims in Kerr County. This morning, from 9:30 to 10:30 a.m., the café held a “Moana Breakfast” where kids and families could eat before heading to the Central Texas Library to meet Moana and enjoy story time.

Kerr County, part of a region whose rivers and creeks have high flooding potential, earned the nickname “Flash Flood Alley” and was among the communities that sought preventative funding.

President Donald Trump spoke about the loss of life as a result of the flooding while surrounded by state and city leaders in Kerrville on Friday.
