I assumed that back when the Osborns were first drawn it was meant to show their hair was black with hints of red, as a shading technique by the artists, and then other artists just ran with it.

Peter doesn't have to stop Norman mainly because Norman is just crazy and can't help himself, but mainly because Norman commits to the villainous worldview, opposite Peter's own heroic worldview.
