Durham City Council unanimously passed an ordinance submitted by Councilmember Chelsea Cook that aims to provide tenants in landlord-tenant disputes with more options to enforce habitability. The city attorney's office had suggested a change to the ordinance in response to a late concern by the Durham Housing Authority.
